Phil you make some great points, I think you might not be right about the Open Division being the only place where winning money counts.
Everyone who turns up to a big tournament invests a lot for air fare, hotel and so on. Intermediates want a chance to win to cover their expenses and more.
What I think might make a difference is having swiss tournaments in the lower divisions maybe - that way people who love the game and want to improve do not get discouraged by getting knocked out early, having to pay more to go into side events because there is nothing else to do. After losing in 2 or more tournaments in the first round you might not see those people return.
Also let's say there are 7 rounds you could lose 2 matches and still come equal first or second. It's value for money, people know they can spend the entire weekend playing at least 7 matches. Look at chess where there is luck even with multiple divisions people keep coming for the love of the game knowing they have practically no chance to get a prize.
Maybe this idea is too messy, you'll have lot's of people sharing prizes on the other hand if it's not just about money ... newer people could say "I came second" (well equal second with a few others but no one has to know) and really be encouraged to keep coming back and maybe go up to Open division.
