I concur with everything you say except for the need to qualify it as a legal moves tournament. The ethics of the player are horrible whether it was legal moves or not. The fact that it was a legal moves tournament, however, should make the director's decision easy. The match should be rewound to the point that the player first missed hitting the clock.
