Backgammon etiquette?

In the You Tube USBGF video - Mochy vs Victor Ashkenazi Giants Invitational 2013 Playoffs Match 1 @18mins 3secs Mochy "rolls" 6-3, but the die showing 6 is clearly sitting atop his apponent's checker on the one point, why is the roll allowed?
