No matter what rules are adopted, there will never be a set of rules that everyone will agree with.

Back to the solution. First, in ALL MAJOR MATCHES in the Open Division and the finals of Masters, Doubles, and Intermediate, there should be an official appointed to the match and he should enforce the rules.

There is an analogy available here. No matter what set of equipment is adopted, it will never be such that everyone will agree with the choice.

Back to the solution. All major matches in the open are played with/on computer software which enforces the rules by default. It also rolls the dice, which all but the most obtuse will agree that disputes about unfair dice rolling dissolve. An added bonus is that matches will proceed more quickly due to the reduction of human motions (although not emotions :).
