Penalty for creating LM problems

In Response To: Director's response to Michel Lamote (LONG) (rory)

A person playing an LM tourney that is continually committing infractions, at some point, needs to be subject to penalty. The LM rule can be used to have off clock thinking time or as a gamesmanship ploy to throw the opponent off. My anti-kibitzer stance could be eased if said kibitzer is given a director approved official observer (should be somewhat screened for bias toward one side or the other)
