"To be honest, I am not sure. But I lean oh so slightly towards making the same ruling because of my personal beliefs with how the game "should be played".

WOW we don't agree here. To me if Legal Moves wasn't in effect it is very clear cut that there was no infraction and since Michel didn't stop Steve from rolling again he accepted his illegal move when he rolled again w/out hitting the clock.
