I agree that handling irregularities should be written down, but sometimes as supporting material and not in the formal ruleset. It is counter-productive to list every conceivable and unlikely irregularity in the formal ruleset that tournament players are responsible for reading since that could literally be a hundred pages if not more. When you do your taxes, do you first reread the entire tax code and new case law? I can assure you even tax preparers don't. But it's there to find if and when they need it, or anytime before that.

I agree this particular item should be in the pass-out ruleset because players new to a clock may not be aware they are doing themselves a disservice. So reading it before the tournament would be fair warning.

So that brings up this question: If it is added to the ruleset, and players are responsible for reading the ruleset, then why is the opposing player still ethically responsible for bringing it up? I'm not saying he or she shouldn't, just that the opponent should not be slammed for failing to do so.
