the EUBGF rule is phrased like this in 5.5 (i) (at the very end):

Any decision in a dispute must be reported to the Federation as soon as reasonably possible after the completion of the Tournament. The report must contain a description of the matter in dispute and the reasons for the ruling.

So if the two players both agree that they cannot determine if the die is cocked, they just aren't sure and want an opinion, then they are not in dispute so this does not have to be reported. But if one player says it is cocked and the other says it isn't it is a dispute and would have to be reported.

And I think their names should be included so we can use data analytics to determine who the knuckleheads are who are overly contentious.

Of course European privacy laws may put a damper on that effort but in the US and UK there is no privacy so we could make something of it here.

NOTE: The U.S. Backgammon Rules published by Bill Davis can be printed on a single sheet of 8.5 by 11 inch paper. The Simborg/Bower/Horton rules require five sheets of 8.5 x 11 inch paper. The EUBGF rules require eight sheets of 8.5 x 11 inch paper.

How many more trees need to die before we can go back to redefining sportsmanship as accepting the consequences of your own mistakes rather than being required to look after your opponent and use a little common sense?
