I think I stand with Dorn in total disagreement. Legal moves perhaps made it an easier decision by adding another level of justification but the decision should have been the same without legal moves.

If Steve had made a move and never hit his clock, both players never did another thing, and the clock ran out then Steve should have lost by virtue of having timed out. Steve would have been guilty of a supreme faux pas. Michel, unaware, would be a doofus. Michel, aware, would have been most unsporting.

However, in my opinion, it is impossible within any rules of the game for one player to make continuous moves in a clocked match without hitting the clock. His/her first move never ends. A second move is not allowed.

Steve never made an illegal move. He made impossible plays in violation of clock rules.
