Legal moves and first-order/second-order rules

people instinctively want to enforce the rule that the checker plays should match what the dice display

This is pretty succinct and in my opinion is all that Legal Moves should refer to. All this other stuff like failing to hit the clock, turning a "dead" cube, hitting the clock without rolling if you're not closed out or have all your checkers butt up against a full prime, fast-rolling, etc., should ideally be adjudicated the same way regardless of whether or not "Legal Moves" are in effect.
