Incident reports--sorry, trees need to die

I understand your, and many other people's attitude that if we just all act nice and be fair we don't need rules. But that has proven, very dramatically, over the years, not to work, not just in backgammon, but in EVERY game and sport in the world.

First, everyone has a different opinion of what is right and fair.

Second, every tournament director has a different opinion about what the rules are and how they should be enforced when there is not careful specification of the rules.

Third, even if I am trying to be a good sport, if I don't know what the rules are relative to how to shake and roll the dice, or when I am allowed to double, or what I am supposed to do if I or my opponent makes an illegal move, even if I want to be a good sport, how can I be one?

Forth, not everyone is a good sport or fair player, and we need to have a way to protect people from bad actors and to stop bad actors in advance by making sure they know they will have clear and definitive penalties for doing bad things (like rolling fast, touching the cube without turning it, saying nasty or misleading things, intentionally writing down the wrong scores repeatedly or intentionally moving the checkers illegally, always in their own favor, etc. etc.)

If you can tell me how to prevent these problems without writing longer, more comprehensive rules, I'm all ears.

Yes, Bill Davis' rules fit on one page, but the problems that occurred at tournaments because of the lack of definitive rules can fill a book.
