The above position can be reached after just two moves, but it is also tied for the position that takes the MOST number of moves to reach.

.....21$-43U-55H-32H-55H-32H-55H-32H-55H-32H... (ad nauseum).

(A less trivial example is that the opening position can be reached in zero moves or in an infinitely large number of moves.)

If you want a puzzle I doubt anyone will try to solve, you might pose the question this way: What is the position that can be reached in the greatest number of moves whereby the (checker) position is never repeated?
