Is anything stopping any one from running their own giants list?

Out of interest, what type of list would you prefer Bob. One where the whole Championship level population vote, or a perhaps a panel of the "experts" comprising giants, GMs (and Master level players), National Champions, major organisers/directors, etc. Do you prefer democracy or meritocracy, or somewhere in between?
