This is one of those things that take years to learn and apply. I believe almost everyone here OtB would not only play bar/16* but they wouldn't give 13/7* more than a courtesy glance. It's tough sometimes to not play by rote and give positions where one play is generally correct a thorough analysis OtB.

If you move the opp's back checker currently on the 24pt to any other of our inner board points it becomes correct to play the standard bar/16*.
