An important point being (that I did not state explicitly) is that it may become similar to proliferation during an arms race, where many may feel socially or economically obliged to keep up (and invest in implants) in order to thrive or even survive amongst their technologically advantaged peers. Augmentation of some form or another may well become the norm.
