With such a rule a TD should always have discretion to allow a player (elderly, disabled) to roll from the hand into a baffle box, and the opponent of such a player, who would clearly benefit from this, should not need staff intervention. I played a match a few years ago against Jerry Limb, winner of the 2015 BIBA Brighton event, asking him if he preferred to use the baffle box. He was happy to use it, and it seemed to me that it was probably quicker for him to pick up the dice with his feet and drop them into the box than pick them up, put them in the cup, shake them a bit then drop them onto the board. The adroitness with which he does this is amazing, but I guess the box alone might still be a little quicker (we were not using a clock btw). Since then, I've obtained boxes from Phil with even bigger openings.

In practice, with Baffle Box Option - which is still the most common tournament stance - the player consenting can, anyway, set the ground rules.
