PR has imperfections when applied to match play, due to the normalizations involved (score, cube level). That does not imply that PR is meaningless (not at all), but could mean that PR can be distorted if there is an incentive to do so. I don't have XG, so don't know how to do it, but with GNU I could distort GNU's statistics.
I am not sure how the second bet would work anyway. At first I thought about the MWC in GNU, but the assessed MWC in GNU can go over 100% vs. under 0%. I am not sure how the bet would then work out. With XG, there might be different ways to convert to match winning chances, and while I trust they are reasonable for normal matches, here they would need to be full proof.
I am also not sure how the second bet should be worded and for various reasons have little appetite to work this out.
