This isn't what Murat the non-troll (a.k.a. Jack Mack) is talking about.
For some time now he has tacitly conceded that he can't beat the bot on even terms (though you won't be able to get him to admit this in plain English; all you'll get in response, if you try, is a bunch of incoherent invective—indeed, you might see some of this in Jack Mack/Murat's followup to this post of mine). That's why he isn't simply offering to bet that he can beat the bot.
Instead, he wants to bet that he can do better against the bot than you might predict if you plug his PR into some canned formula for predicting his winning chances. This, of course, is not a terribly interesting claim, but he is under the delusion that if it is true, then it "proves" that PR is a meaningless, useless number.
