On rules- universally accepted and enforced (long)

Every so often, something outrageous in the reshuffle/illegal moves arena happens, there is an exchange of ideas (this forum is full of these) and then everything dies and we continue playing the old ways. I think we could solve this- it will take time and efforts, but what we should be striving for is an universal set of rules for Backgammon- not ABT, not USBGF, not Euroligue- but all inclusive. Let's first select a committee of knowledgeable respected members of BG community (just trowing couple of names: Jeb Horton, Neil Kazarros, Phil Simborg, USBGF rep., BMAB rep. etc),have them start from existing already set of rules, make a multiple choice poll to couple of hundred (at least) backgammon players then present and implement the results. I know, popular choice might be a messy thing. This is just my opinion.
On the subject of Keene's comments, here is my take: 1)Love the "return to original position" of the checkers. (this implicitly shows I'm for reshuffling, with limiting number of reshuffling as an option).
2)Offset tentatively moved checkers 1/2 inch or so from (on top of) the intended location, as has been suggested various times before. For the hit checkers I like the top Japanese ( and some others) choice: Cover it with the own checker, that hits. Never put a tentatively hit checker on the bar- this leads more than anything else to illegal moves, big swing in equity etc. The opponent checker on the bar should signify THE FINAL choice: no more reshuffling is allowed.
3)For the Legal Moves vs penalty for illegal moves I think: We should try to find a FAIRER concept for Legal Moves. Legal moves is fair only for the offending player (and this is the main argument of opponents of LM). When not caught immediately,it has devastating influence on the outcome of the match (and some time the offending player is laughing all the way to the match!). So I disagree with you Keene, that you should ONLY mind your business- counting, figuring next cube action, because your opp inadvertently (or not..) is ready to cash on your inattention, and you normally don't have a recourse later. If one considers a different notion then LM (something like Modified/Balanced/Fair/Limited Legal Moves) it could work like this: First caught occurrence: alert the opp, note it. Second occurrence: either final warning or first penalty (all this is the work of the committee after consultation.)What penalties- tough to say (time penalty?), but having penalties is the only way to have a balanced approach. Uff! It's long! Just before sign off: ONE PAIR of dice should be compulsory. I have the feeling it's the prevalent choice. Distinct single/double tap on the bar in non clocked events is one option, used by many experienced players. It solves many problems and does not create new ones.
