Maybe a stupid question, but is it limited to American players and organizers, etc.?

In golf, Mickelson was inducted in the HOF some years ago which annoyed him because he felt the HOF was mostly for players who were done with their career and he felt he was not done playing so how to assess the body of merits when there could potentially be added more wins. Is it a requirement in your HOF that the player is almost done with his career or can a young guy like MCG be elected if he has sufficient wins to support the induction?

In golf it takes around 1 major and 15 PGA tour wins to be inducted (lowered the bar significantly compared to what it used to be). Does your HOF have minimum requirements which need to be met in order for a player to be considered? If so, what are those requirements?
