While I think that this is reasonable evidence, I would add that there are some plays that people make online that they wouldn't make live.
So, for example, when playing online, you are playing almost a different game - its faster, there's no face to face stuff, and you can't read someone's expression online. Also, because it can be more fast paced, you may see someone making an unusual play for them, because they have less fear of being ridiculed or embarrassed. Online, for me at least gives me - I don't know how to describe this - but a different way of looking at a position. This, I think is true of many players. Personally, I make the same plays online that I do live, so there is never a debate on my plays, as I make the same ridiculous mistakes both ways.
Another perspective to examine might be the OLM here at BGO - magically enough, so many players seem to make far far fewer mistakes in the OLM than they do OTB.
So, while this is reasonable evidence - thats a tough play to make, IMO, we cannot just say with certainty that anyone who does find that play will actually make it. I think its a question of finding the play, TBH. Once you do that, then its more likely you can make it.
But, I do agree with you - this stuff happens. People magically find new and improved plays, and it does make it harder to acknowledge that there isn't cheating going on. Hopefully you dutifully punished your opponents excellent high gammon play by sending a cube (perhaps prematurely), and whipping 2 blots, then building a fortress of a prime that ultimately won you a gammon.
