4pt vs 9pt 7

I'm pretty unclear about this one. I think making the four is the right idea, but there are a few ways to make it. 6/4 unstacks and covers, but there's no good play for the four (6/2? 13/9?) The midpoint needs to be unstacked and covering the eleven accomplishes something, so I'll go for 13/11 8/4. Not sure.
