Blue could also make the five point, but since that leaves a direct shot on the seven I don't think that's right.

Making the four leaves 7s and 8s to hit. Meanwhile making the nine makes a solid four prime, leaves no shots on our side of the board, and enables us to step up with a runner. 24/22 looks a little better than 23/21 since white will attack on the 21. I'll make the nine and step up.
