Short answer: 13/9 6/4
Long answer: Tough problem. You would love to make the 4 pt but giving up the 8 and leaving four blots around the board, particularly with those stacks on 19 and 17 waiting to pounce, seems just a little loose. But making the 9 strips the midpoint and leaves a brittle outside prime and a heavy 6 pt.
A quiz factor play is to slot both the 21 and the 5: 9/5 23/21. It duplicates 4s, leaves a flexible position, and is bold. All of these things are important in the early game. But I don't think I would have the courage to make that play OTB.
13/7 could be right, leaving a good distribution for the next roll, although it too strips the midpoint. 24/18 slots the oppt bar and duplicates 6s and it could be right if you survive it. But with that heavy 17 point it might be a bit too bold. There is even an argument for making the 5. It equalizes boards and somewhat duplicates 6s, but at the expense of the bar. Does not seem quite right.
In the end I think that I like making the 9 and the four prime, even though it leaves the midpoint stripped. Then what to do with the 2? 6/4 or 23/21? I like unstacking the 6. If you get hit on the 4 you still have the outside prime and all numbers (or most of them) play from the bar (that is, you don't have to break the midpoint).
I will try 13/9 6/4. Looking forward to seeing the answer. Keep these positions coming.
