In our Boston chouette I think we'd say once the dice have come out of the cup, a player has rolled and it is too late for a verbal Double to count. In practice, if the roller heard the call as the dice were tumbling and neither had come to rest on a number, he might grab them, in effect calling 'no dice' and allow for a doubling negotiation to take place. The 'Doubler' could retract his offer to double, having seen the roll, and the Box would be absolutely allowed to say "Sorry, no double, you rolled" and then the Captain would roll properly.
. . . but in our chouette, such sudden verbal doubles sometimes come from a steaming member of the team, and the Box might very happily allow the Double. So, it would be a double/take 'by mutual consent' only.
If the dice had come to rest, there's no way it would be nullified by anything anyone called from the outside. The Box might well say "I'll let you double" if it was to his liking -- again, it would be by mutual consent.
I think you open up all sorts of bad scenarios if you handle this any differently -- Captain rolls poorly, claims his teammate called 'Double' but the Box didn't happen to hear it, so a re-roll is in order? Rules would forestall these kinds of disputes, whether they raised intentionally or not.
I can think of very few situations where a roll that has come legally to rest is required to be re-rolled (aside from the opponent's dice still being on the table). For instance, it often happens that the second die comes out slightly behind the first one, getting 'hung up' a bit and it's sort of debatable whether it was a 'proper' roll -- but if both players allowed it to get to the point where the roll is showing on the table, it's too late to re-roll, the number stands. You need to call 'no dice' or make a clear gesture grabbing the dice as they're moving to nullify the roll.
