I agree with what both of you have said, and to answer Timothy, Blue is holding White.

In positions like this, in general you need to weigh the impact of your play on playable spares, number of rolls leaving shots, and number of shot after a shot leaving number, and also how blocked numbers play at White's side of the board.

Here, Blue's bad board is also a factor: a hit does not win it for Blue, even after a dance. So Blue needs to consider how to win after a hit. 13/11(2) creates builders for the 5 point, so that should win the most after getting a shot and hitting it.

13/11(2) for me.
