USBGF Rules - Valid roll issue

On page 11 in section 4.1-iv-a it says that the dice must be "shaken vigorously". I've been told that that means putting one's hand over the top of the dice cup and shaking the cup three times up and down. However, if one does that, your hand touches the dice ... which violates the rule that says the dice must not touch the roller's hand.

Last week a heated argument occurred at my club where a player shook his dice cup side to side. His opponent argued that that was not "vigorous".

"Vigorous" needs to be clarified.

By the way, I'm a member of the USBGF, and I don't recall ever being asked to read and vote on the new rules. This is the first time I've seen them.
