USBGF Rules - Valid roll issue

You're an American also. Do you recall voting on obamacare? I didn't think so. Our elected representatives did so. As did our elected USBGF representatives in this circumstance. We have another USBGF election this fall. Serious, interested, involved, and productive (working) candidates are always welcome.
Seriously, Ken, I think every possible opinion was considered and extensively debated, over a two year period, by the Rules and Ethics Committee and by the Board of Directors -- vehemently, at times. Testing and experimentation reinforced our decisions. If we had a referendum on every single issue absolutely nothing would ever be accomplished.
The elected Board of Directors and two esteemed, non-Board members feel these rules are most comprehensive and fair, incorporating tradition and current best practice.
We request members try and experience the rules, not merely react on personal preference and emotion. We are open to feedback based on experience, not upon opinion.
Other federations have addressed some of the same issues by providing for stopping and resetting the delay on clocks with EVERY occurrence of cocked dice, including dice on checkers. Do you think this is cleaner and more efficient? Or does this slow the game and introduce far more opportunities for complications and dispute?
I respect your opinions and your arguments. I only ask that they be based on fact and experience rather than on emotion. Try it, as I and others have; I think you'll find it not so objectionable.
And, Ken, seriously, don't degrade yourself with silly arguments about shaking dice touching your fingers. We all know those regulations pertain to the actual rolling of the dice, nothing more.
Try the rules. Then comment. Thank you.
