Some thoughtfulness, reasonableness, and validity to your comment; however, both the UKBGF and EUBGF rules have addressed the time equilibration concerns of rolling in one's home board in clocked matches in a manner we feel is a bit messier and more prone to complications than is our new provision. Their rules allow the clock to be paused and the delay to be reset with any cocked die. Repeatedly so, as necessary. So, they made changes without the consideration of others, as some may charge us as having done.
Every option, objection, and variation mentioned in this thread was thoroughly discussed, examined, and tested. So, had such comments come from the membership, the result would likely have been the same.
Some are making the provision much more complicated than it is. A die has to be flat on one or more checkers, period. The only exception is a die in the bowl of a dimple perhaps not being perfectly flat in a relative sense to the playing surface. What is so difficult about that?
And, yes, some individuals reported considerably more instances of cocked dice (atop checkers) in their play than I have experienced in my own play. I have always tended to directionally roll so as to minimize the possibility of putting dice upon checkers.
