The Board thought there were good reasons to change the usual dice-on-checkers rules. In jurisprudence, previous decisions are often overruled because experience, not to mention changing values, leads to reinterpretation of existing case law. E.g. in the U.S., the Brown vs Board of Education decision superseded the separate-but-equal doctrine of school segregation by race. Now, most of us would agree that "separate but equal is inherently unequal," but back in 1954 that position was not nearly as widely held.
I predict that experience with the new rule will lead to wide acceptance. I don't think the old rule is horrible, just that the new rule is better.
