New rules used in LA

Several comments about the new rules that were used in the LA tournament.

1. The tournament went smoothly and I did not see any issues with the new rules. People grumbled but I did not see any real issues come up.

2. I believe that we missed the target with the new rule set. Instead of a unique set of rules that work well in the US I believe that we should try and have the same set of rules in the US, Japan, EU etc. People are traveling the world to play BG and sometimes there is a language barrier. Let's try to make it easier for the travel BG players.
