Dice on floor?

My point was not that the clock should not be stopped, I was trying to point out that the statement "The EU rule was considered and rejected by the US Board as unwieldy and unreliable to implement" does not seem to make sense because we already have rules on how to proceed when the dice are on the floor. My understanding is:
1. Dice on floor, stop and reset clock.
2. Dice on checker - play on.
3. Dice tilted on a vertical surface - reroll without stopping and resetting clock.
4. Dice on wrong side of board - reroll without stopping and resetting clock.

As a person who always tries to play with a clock and has never been low on time it probably works to my advantage not to stop the clock.
