This is the kind of position where Pottle's Law would normally apply, but your race deficit, the blot on the 20 combined with your top-four board, his stripped outfield points, and a forward-constructive alternative (clearing the mid and making a five point prime) being available, make contact favor you--and so are contra-Pottle. (Sorry, had to say that!)

Looks as though all those factors add up to enough to make it right to trade in the mid for the bar and a blot he likely won't want to hit anyway, so go with 13/7 13/10.
