Poker vs Backgammon

Watching some WSOP, I have to ask the question: Why is it permissible for poker players to constantly shuffle their chips at the table as if they're practicing to be a circus juggler while their opponents are thinking about their own play? I'm backgammon, it is considered rude to shake your dice while your opponent is thinking. Any thoughts?
