table image and deception. A lot of people do stuff like this (and betting dark too) to look cool, even though in terms of optimal play vs. a computer it is obviously dominated. It's helpful to fit in with the crowd of mediocre players as you'll get more action overall.
You're also giving up almost nothing in this particular case, since the chance that a big family pot will get checked all the way around is close to nil.
In practice, 95% of the time, you've basically given yourself the button for that round. And, as Stick noted, his chances of hitting a flop that would be worth betting out are tiny. This might be the *only* flop (any bottom 2pair that is) that you wouldn't check with his cards in this situation. If he flopped a straight, he might check and not raise, or raise small (assuming another bet) in order keep people in. This might be wrong, but it can't be badly wrong. Similarly, with something like pair+flush/straight draw. your low pair is extremely unlikely to be the best made hand on the flop, so you'd be looking to keep people in, not drive them out.
Again, even on this flop, it's dangerous enough that he want to get rid of people (hence the big raise), but grabbing a bit of extra dead money from a couple bettor/callers with things like mid pocket pairs, draw-only or Klow no draw that might fold to a big initial raise mostly makes up for whatever losses you have in the rare situation where it checks all around.
There's a little bit of irony in that he flopped the one hand type that he'd probably have chosen to bet, but there really was almost nothing to lose by checking dark with that many people in and those cards in the small blind, so whatever table image it provided (fitting in with the crowd) was probably worth it.
