I like Bob's answer for the first question.

This doesn't apply to backgammon, but I'm reminded that in Othello, the right play in an endgame can sometimes be a theoretically sub-optimal move that gives you fewer disks to have to flip on your next turn, because you might be so low on time that the physical act of having to flip so many disks might cause you to lose on time.
