As I said, I lost touch with the competitive Othello world many years ago, but a quick search turned up rules from 2014 that make no mention of delay times. One reason that delays are less crucial in Othello than in backgammon or even chess is that most Othello games last exactly 60 moves total (counting both sides). Of the small number of games that don't last exactly 60 moves, most are shorter than 60 moves. In the tiny number of games that last longer than 60 moves, the extra moves are all passes (meaning no disk is placed on the baord).
Even if delay times were introduced, it might not completely eliminate the scenario I mentioned. I could imagine the Othello world standardizing on a delay of something like 5 seconds per move, since that would be enough for most moves. But it's not uncommon for moves near the end of the game to flip a lot of disks, which could take longer than whatever the standard delay is.
