STACKED!

During Saturday's Texas streaming Bob Wachtel was bearing in vs Mochy's 1-4 backgame. Bob rolled 55 and moved a man from his 12 point to his 2 point and took off 2 men from his 5 point. Bob's 2 point previously was occupied by 4 men and he stacked the 5th man during this move. Before rolling, Mochy unstacked Bob's checker on the 2 point. I thought at the time "wouldn't it be fun if Bob restacked it?" Does either player "have the right of way" ? Is it acceptable and within the rules to stack when there are 5 men on a point? 4 men? 3 men? How would you rule?
