In prime vs prime, it is important to go beyond the static characteristics and to understand how the game will play out in common variations. Then in the first position, it will become clear that Blue will often break while entering and then will need to attack in order to buy time to get out. White will win quite often, but lose a ton of gammons because a third checker will get picked up in the process. You can make a more precise analysis by breaking scenarios down into (1) White enters before Blue, (2) Blue enters and hits on the 18, (3) Blue enters and does not break, (4) Blue enters on the 24 and breaks, and (5) Blue enters on the 23 and breaks, but does seems more like something to do at home than OTB. In any case, double and take looks right.

In the second position, you need to see that White is poised to extend the prime and if that happens and Blue cannot escape a checker, the timing will swing sharply against Blue. You cannot prevent that effectively by hitting loose because the prime is too far back (White enters easily), and Blue has little flexibility, so doubling would mean relying on a joker hit outside or double to advance the anchor. So no double.
