Settlements

Ok, settlements are new to me. I've now read a little on the subject and have a few questions.

(I see they are only used in money games and chouettes. (chouettes aren't acounted for in BG Buddy - yet))

1) From what you've said, it seems you are not allowed to offer a settlement if you own the cube, correct?

2) Let's say the cube is on 32 in a money game. Is a settlement something like, "let's stop now and I'll give you 26 points?", at which point some haggling occurs? and after agreement is reached BG Buddy would need to enter the agreed number of points rather than 32?

3) Are you allowed to decline a settlement?
