I certainly may remember this wrong, but I do not believe anyone was ever seeded into byes.

'Ever' is a long time. I don't doubt your memory, but I don't think you were playing tournament BG in the 70's, either.

Bracketing seeded players, without preferential byes, is a whole different ballgame. So if that's what is being considered it certainly is worth some thought. A decent Monte Carlo simulation should be able to tell us how much different an unseeded bracket vs. a seeded (but not bye-preferential) bracket is, both for the top players and the average and below average players.
