I'm on the USBGF Rules Committee, I can speak to other members about the rule requiring the dice to be put into the box via a cup rather than simply from the hand. However, I'd caution to not allow one to pinch the dice together between finger tips or to attempt to set them in any manner. Dice if rolled from hand should be rolled from the palm into the box.
Here's the current USBGF rule.
4.1.4.2 Using Baffle Box In matches played using a baffle box, a valid roll consists of the dice being tossed simultaneously from a cup into the baffle box. During this process the dice should not touch the player’s hand. The other requirements for a valid roll set forth in section 4.1.4.1 shall apply except that the dice must come to rest on that side of the board adjacent to the baffle box.
