I'm on the USBGF Rules Committee, I can speak to other members about the rule requiring the dice to be put into the box via a cup rather than simply from the hand.

The rule is fine the way it is. Do not change it. When there is a binary choice to be made (cup, or no cup), side with the choice that is less likely to allow malfeasance.

I've seen players miss the dice scrambler even when just using their hands, so the argument that using the cup makes it harder to put the dice in the scrambler doesn't hold water. In a tense match a player's fingers can perspire due to nerves and the dice can get harder to release properly by hand.
