I don't think we can talk about a proper way to do it, most of the times is just a paranoic thing or frustration. Once the dice move up and down inside the cup is ok, same if the dice rolls a few times. It happened to me each case once and the TD was called and didn't take any action but the opponents kept complaining, not a fair thing.
