I think you're misreading Bills procedure (or maybe I am?) -- the match is set to begin 15 minutes after the two players match-up is determined -- so you're only granted a 14-minute break. Of course if you're the one who finishes his previous match first, you get 14 mins + however much faster you finished your previous match, which could be over an hour.

What I like about BIll's approach is that it really requires that guy who finished first to stay on top of the bracket -- if he looks and sees the match he's waiting for is still 7-away 9-away and decides to go sightseeing, he's punished if the match ends suddenly with a big cube and he's nowhere to be found. With Bill's rule, penalty points are potentially always only 15 minutes away?
