Why so long?

I tried to be efficient, fair, and within the rules. I think the second player deserves a fifteen minute break; so, I established the scheduled start time as 15 minutes after the completion of his/her prior match. The rules state that penalty points begin to accrue fifteen minutes after the scheduled start time. Another suggested that I should have made it 5 minutes and 15 minutes or 15 minutes and 5 minutes. I thought the former was not fair to the second player and the latter was not in accord with the rules.

Others have also made the suggestion of simply starting the clock(s), but when? Fifteen minutes after the scheduled start time? In lieu of penalty points?

I think, in practice, most matches began within fifteen minutes. The system can doubtlessly be perhaps tweaked. But it was promising that we made progress in this arena and the tournament progressed smoothly.

Again, I think the simple fact we were recording/documenting times was sufficient to accomplish the goals.
