I would play 23/16, but my reasoning is different. White has a strong offensive structure, with both attacking and priming potential, while Blue has no hope of building a strong board any time soon. Hitting accomplishes nothing other than to gain a tempo, but gaining a tempo is not urgent here. Making the bar does nothing to clean up Blue's vulnerable blots. So the only moves that make strategic sense are those that jump a checker over White's prime and clean up a couple of blots. The shots left after making the 18pt or the 17pt look more dangerous to me than the shots left after making the 16pt.

The 16pt is perhaps marginally better for connectivity and outfield control but I suspect that tactical considerations (i.e., shots left) dominate strategic ones in the choice of which outfield point to make.
