At Biba tournaments penalty points kick in at 5 minutes late and thereafter every 5 minutes. At the British Open I got 'absent' players to give a time for their return, wrote it on the drawsheet and the player left knowing if a match was ready to be played and he was not back at the agreed time penalty points would start 5 minutes later.

It worked well.
