Yes.

If so, another option is to purchase an additional license. I imagine it's priced at much less than a new activation.

Nope. To get Microsoft Office (etc.) 2016 on a second machine is $150 "lifetime" (or $100 per year), regardless of what you have on the first machine. They discourage installing earlier versions, but if you are willing to uninstall whatever you have on the first machine (and you still have the product key), you can install that same year onto the second machine (free, but not easy).
