Playing down from Open

I like the idea of being able to play down after X number of times that you do not cash in a row. Most tournaments pay 12.5% of the people (32 person bracket pays 4, 64 pays 8) so if someone goes 10 - 12 times without cashing let them play down.

At my local club we usually promote the intermediate player who won the most points during a calendar year to open unless it is someone that we know should not be there. We have moved a player up mid year before. We had some person who I will not name but his initials are MCG win about 4 intermediate tournaments in a row so we kicked him up to open where he then won 5 in a row...
